An estimated $400 billion is required in reconstruction investment to restore essential services, enable refugee return, and rebuild critical national systems. Based on post-war Iraq and Lebanon, around $260 billion of that will need to be spent on grey infrastructure.
Conventional construction with steel rebar is slow — cutting, bending and welding on-site, plus epoxy coatings or cathodic protection. With damaged roads and limited heavy transport, Syria's reconstruction would take 20–25 years using conventional materials.
